目前在上海郊区、特别是乡镇,义务教育阶段学校师资力量比较薄弱,在泰日镇中小学,教师年龄结构失调、学历层次低、知识更新慢、骨干教师流失严重、新师范生引进困难等问题较为突出。泰日镇这种非数量不足、而是结构性薄弱的师资现状,在乡镇中小学具一定的代表性。其形成的原因是多方面的,有许多深层次的问题需要探索。 一、师资结构现状 泰日镇中小学从在编人员的数量上看,到2000年底,中学属缺编单位,而小学则是超编单位。但在调查中发现,中小学都存在着师资结构缺失现象,小学虽是超编,但结构性缺失更为严重。
