在现代社会中,科学技术的发展极其迅速,科技论文的平均有效使用寿命日益缩短,如果由于报导、传播速度的阻滞,那么一篇科技论文可能在尚未为人所知就被湮没淘汰了,这是十分可惜的。人们为了加快科技论文的报导速度,不仅继续大量出版发行以纸张为载体的二次文献—文摘、索引刊物,而且积极探求以声、光、电、磁为信息传播介质的新技术方法。从70年代末叶起,电子工业发达的国家就利用电子计算机阅读和处理二次文献磁带(机读磁带),如英国的科学文摘的INSPES磁带,美国工程索引的COMPE-NDEX磁带,日本科技文献速报的JIDST磁带等,这些磁带加速了科技信息的传播和利用,具有巨大的技术与经济价值。由于各方面的原因,我国文献磁带的研制和生产还是一个空白的领域,还没有形成商品化的报导我国科技文献信息的磁带数据库,这个问题引起越来越广泛的注意。1982年3
