[目的 /意义]为从整体上评价科研人员研究成果水平,借鉴期刊评价的首次被引速度指数构建科研人员首次被引速度指数,期望能克服借鉴算法中区分灵敏度小、排除h指数后文献价值和不能反映文献被引速度分布情况等缺陷。[方法 /过程]在分析期刊评价首次被引速度指数存在问题的基础上,结合科研人员评价的基本要求和数据限制,采用能够体现科研人员成果文献被引速度分布的加权平均数替代h指数,并考虑未被引文献对首次被引速度的影响,构建科研人员首次被引速度指数的改进算法。以我国图书情报与文献学领域12名科研人员为研究对象进行实证研究。[结果 /结论]结果表明,以新计算方法所得的科研人员首次被引速度指数相较于直接引用期刊评价的首次被引速度指数不仅具有较好的区分度,而且在精确性方面表现更优。

[Methods / Procedures] Based on the analysis of the problems of journals indexing for the first time, combined with the basic requirements of scientific research personnel evaluation and data restriction, the h-index was replaced by the weighted average that could reflect the distribution of the cited speed of scientific researchers’ Considering the influence of unrated documents on the first speed, the improved algorithm of constructing the first speed index of researchers was constructed. In the field of library and information science and literature research 12 researchers for empirical research. [Results / Conclusions] The results show that the researchers’ new index of speed for the first time obtained by the new method not only has better discrimination but also performs better in accuracy than the index of the first index evaluated by the directly cited journal .
