目的了解怀化市妇幼保健机构卫生资源配置状况,为有关部门制定妇幼卫生发展规划,优化妇幼卫生资源配置提供依据。方法应用国家妇幼卫生机构资源与运营情况调查表,回顾性收集怀化市2007-2014年所有妇幼保健机构卫生资源信息。结果 2007-2014年妇幼保健机构总职工数823~1324人,实际配备人数/应配人数比例为56.14%~74.43%,医护比0.67~1.34,万元以上设备数288~679件,床位利用率41.43%~51.85%,总收入9 311.75万元~23 456.45万元。结论妇幼保健机构人力资源缺口大,配置不合理;基础设备落后,卫生资源利用效率不高;政府财政补偿力度不够,妇幼公共卫生职能淡化。建议加大政府财政投入,加强自身能力建设,合理进行妇幼卫生人力资源规划。
Objective To understand the allocation of health resources of MCH institutions in Huaihua City and provide the basis for the relevant departments to formulate MCH development plans and optimize the allocation of MCH resources. Methods The questionnaire of resources and operation of national MCH institutions was used to collect the information of health resources of all MCH institutions in Huaihua from 2007 to 2014. Results The number of maternity and childcare institutions in 2007-2014 was 823-1324, the actual number of staff / the number of people to be allocated was 56.14% ~ 74.43%, the ratio of medical care was 0.67 ~ 1.34, the number of equipment with number of above RMB ¥ 288 ~ 679, the utilization rate of beds 41.43% ~ 51.85%, the total income of 93117500 yuan ~ 234564500 yuan. Conclusion Maternal and child health institutions have a large human resource gap and an unreasonable allocation of resources. The infrastructure and equipment lag behind, and the utilization efficiency of health resources is not high. The government’s financial compensation is inadequate, and the public health function of women and children is weakened. It is suggested to increase the government’s financial input, strengthen its own capacity-building, and rationally carry out maternal and child health human resources planning.
