在一些“互联网”所谓专家眼里,美国政府向ICANN移交管理权,就是美国政府主动放弃其管理权,兑现了其希望互联网资源管理民营化的承诺,顺应了业界的呼声,也回应了各方的关切,是全球互联网治理的取得的重大进步,具有里程碑意义。这是完全错误的认识。事实上,美国这次移交,是过渡给一些美国的机构,是更彻底地把“互联网”交给了美国的法统和美国法律管辖之下。从根本上说,美国不是放弃网络的管理权,而是固化美国资本的管理权,对此必须要有清醒的认识。
In the eyes of some so-called “Internet” experts, the U.S. government’s transfer of management power to ICANN is a commitment by the U.S. government to give up its management power and honor its privatization of Internet resource management. It has responded to the demands of the industry. The concerns of all parties represent a significant milestone in the progress made in global Internet governance. This is a totally wrong understanding. In fact, this transfer by the United States is a transition to some U.S. agencies and it is more thorough the transfer of the “Internet” to U.S. law and U.S. law. Fundamentally speaking, instead of giving up the power of network management, the United States should consolidate the management power of U.S. capital and must have a clear understanding of this.
