江泽民同志在中纪委第五次全体会议上指出，反腐倡廉要标本兼治，加大治本工作的力度，努力从源头上预防和治理腐败。在2001年初全国宣传部长会议上，江泽民同志又提出加强道德建设以德治国的方略。认真研究道德与腐败现象的关系，提高道德素质，对于在源头上预防和治理腐败有重要意义。
