  People pile into Nanjing Forestry University to take the national civil servant recruitment exam in Nanjing, east China’s Jiangsu Province, on December 10. This year, more than 1.1 million people took the exam, a leap from last year’s 984,000 test takers, marking the second time the number has hit 1 million.


  Clean Energy Growth
  Clean energy, including nuclear power and renewable energy, is expected to exceed coal in China’s electricity generating capacity in about 10 years, a senior offi cial said.
  China’s installed power generating capacity of clean energy has reached 660 gigawatts (GW), while its installed thermal power capacity stands at 900 GW, said Liu Baohua, Deputy Head of the National Energy Administration (NEA).
  “In the near future, clean energy will take a leading role in our electricity consumption,” Liu said at a forum in Beijing on December 9.
  China will cap its coal-fi red power capacity at 1,000 GW by 2020, and non-fossil fuels will account for half of the country’s total power generation by 2030, Liu said.
  China has been promoting green resources such as wind and solar energy in recent years to cope with pollution and boost the quality of its economic growth.
  In the fi rst nine months of this year, China added 63 million kilowatts of installed renewable energy power capacity, accounting for about 67 percent of the country’s total newly installed power capacity over the period, according to the NEA.
  Disaster Relief
  The Central Government has allocated 5.7 billion yuan ($865.6 million) as relief funds to help people in disaster-hit regions get through the winter.
  The funding will help solve diffi -culties caused by disasters, including food shortages and inadequate clothing and heating, during winter and spring, according to a statement from the Ministry of Civil Affairs.
  County-level authorities must make sure the money reaches those in need within 15 working days of receiving the funds, said the statement.
  The ministry also requires complete transparency in distribution and enhanced supervision.
  In October alone, natural disasters such as fl oods, typhoons and extreme cold weather affected over 17 million people in China.
  More than 13,000 houses were destroyed and another 53,000 were damaged to varying degrees.
  Water Diversion
  The middle route of the south-tonorth water diversion project has transferred more than 10.8 billion cubic meters of water to north China, offi cial data showed as the project reached the third anniversary of its inauguration.   Designed to transport water from China’s longest river, the Yangtze River, along three routes to comparatively dry areas in the north, the project is the largest of its kind worldwide and cost an estimated 500 billion yuan ($77.4 billion).
  The middle route—the most prominent of the three as it supplies Beijing with 70 percent of its water—came into operation on December 12, 2014 as part of the project’s fi rst phase. It begins at Danjiangkou Reservoir in central Hubei Province and runs through Henan and Hebei provinces before reaching Beijing and Tianjin.
  TCM Clinics
  China has relaxed standards for setting up traditional Chinese medicine (TCM) clinics, according to documents released by the State Administration of Traditional Chinese Medicine on December 11.
  According to the new standards which came into effect this week, TCM clinics can choose to offer solely TCM treatments and services or a combination of TCM and Western medicine. They also require fewer years of on-the-job training before practitioners can become licensed to work in clinics.
  The standards instruct clinics that provide both TCM and Western medicine to prioritize TCM, using it in at least 85 percent of their treatments. These dual function clinics should each cover more than 40 square meters in total and provide at least 10 square meters per practitioner on average.
  Clinics must also draw up plans to prevent and control infectious diseases.
  China has released a series of plans and regulations to develop TCM treatments and cultivate practitioners since the TCM law took effect on July 1 this year.
  Fighting Pollution
  China has made remarkable achievements in its fi ght against pollution, improving the quality of air, soil and water, Minister of Environmental Protection Li Ganjie said on December 10.
  China has put in place the world’s largest clean coal-fi red power generation system over the past fi ve years by completing the“ultra-low emission” transformation of coal-fi red power plants with a combined capacity of 640 million kilowatts, 68 percent of the country’s total installed capacity of coal-fi red generating units, Li said at a meeting in Beijing.
  The transformation has resulted in an 83-percent decrease in sulfur dioxide emission, a 50-percent cut in nitrogen oxides and a 67-percent reduction in smoke dust, Li said.
  The Central Government unveiled an action plan for clean air within a period of fi ve years in 2013, aiming to improve air quality through measures such as closing factories, limiting cars and replacing coal with clean energy.   In the fi rst 11 months of this year, the fi nal year of the action plan, 338 Chinese cities saw a combined 20.4-percent reduction in PM10 compared to levels in 2013. The PM2.5 levels in three main metropolitan areas—Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta—were down 38.2 percent, 31.7 percent and 25.6 percent, respectively, Li said in early December.
  For the period, the density of PM2.5 in Beijing declined 25.6 percent to about 60 micrograms per cubic meter, he added.
  The government also took effective actions in other fi elds, Li said.
  In 2015, it released an action plan for water pollution prevention and control, aiming to reduce pollutants, improve drinking water and promote water conservation by the end of 2020.
  In 2016, an action plan on tackling soil pollution in China was released by the State Council, aiming to improve soil quality and ensure safe agricultural products and a healthy living environment.

  Catchwords of The Year
  A shortlist of the most popular Chinese words and characters of 2017 has been announced under a campaign whose organizers include the National Language Resource Monitoring and Research Center and the Commercial Press.
  Words and characters on the list related to domestic topics include “share,” “cloud,” “new era”and “kindergarten,” while those re- lated to international issues include“nuclear,” “intelligence,” “AlphaGo”and “gravitational wave.”
  The campaign’s website received more than 200 million hits as netizens nationwide proposed thousands of different words and characters between November 20 and December 4. A panel of experts discussed the proposals before deciding on the shortlist, which was released on December 9.
  The shortlist refl ects people’s lives and the hot issues that have come up in the past year, both in China and abroad, according to the experts. The fi nal selection of two words and two characters will be announced on December 21.
  The campaign, this year in its 12th round, aims to encourage people to record their lives and depict changes in society and the world in words.

  AIIB’s First Loan
  The Asian Infrastructure Investment Bank (AIIB) announced on December 11 that it has approved its fi rst loan in China for a natural gas project.
  The $250-million loan will fund a project to connect 216,750 households in approximately 510 villages to the natural gas distribution network, according to an AIIB statement.
  Upon completion, and after allowing for the emissions produced from burning natural gas, the project is expected to reduce annual carbon dioxide emissions by 595,700 tons, particulate matter by 3,700 tons, sulfur dioxide by 1,488 tons and nitrogen oxide by 4,442 tons, according to the statement.
  AIIB President Jin Liqun said China’s commitment to reducing its reliance on coal will change lives and improve the environment.
  He also reaffi rmed the AIIB’s“unwavering commitment” to helping its members meet their environmental and development goals, especially those commitments that fall under the terms of the Paris Agreement.
  “It is only fi tting that our fi rst investment in China will introduce sustainable infrastructure to reduce greenhouse gas emissions and help invigorate one of the most important economic hubs within Asia,” Jin said.
  Investment in the project also marks AIIB’s fi rst corporate loan. The project, undertaken by the Beijing Gas Group Co., will entail construction of natural gas distribution networks in the villages and low-pressure gas pipelines as well as household connections. It is scheduled for completion in 2021.
  Taobao Villages
  Chinese e-commerce giant Alibaba said on December 7 that it has nominated 2,100 new Taobao Villages, with e-commerce centers set to appear in many of China’s rural areas for the fi rst time this year.
  These Taobao Villages feature Alibaba’s logistics, service and training in an effort to encourage farmers to become involved in online retailing.
  To be nominated as a Taobao Village, Alibaba requirements stipulate total annual e-commerce transactions of over 10 million yuan($1.5 million) and more than 100 online stores located in the village.
  On December 7 at the National Forum on Taobao Villages held in Heze, east China’s Shandong Province, Alibaba said that Zhejiang, Guangdong and Jiangsu provinces boast the highest number of Taobao Villages, together accounting for 68 percent of the total.
  In 2017, Taobao Villages appeared for the fi rst time in the Guangxi Zhuang Autonomous Region, Chongqing Municipality, Xinjiang Uygur Autonomous Region as well as Guizhou, Shanxi and Shaanxi provinces.   Gao Hongbing, Vice President of Alibaba, said there are 100 Taobao Villages in just the rural area administered by the city of Yiwu, Zhejiang Province, the largest cluster of Taobao Villages in the country.
  The development of Taobao Villages has helped lift many rural areas out of poverty through encouraging the online sale of farm produce and local specialties.
  Juicy and Sweet

  Foreign Trade Rebounds
  Boosted by strong domestic and external demand, China’s foreign trade saw robust growth in November with imports and exports both beating expectations.
  Exports in yuan-denominated terms rose 10.3 percent year on year to 1.43 trillion yuan ($216 billion) and imports expanded 15.6 percent to 1.17 trillion yuan ($177.07 billion), data from the General Administration of Customs showed on December 8.
  In the fi rst 11 months, total foreign trade volume rose 15.6 percent from a year earlier to 25.14 trillion yuan ($3.8 trillion).
  The export data was well above forecasts and was mainly the result of increased overseas consumption as the holiday season draws near, according to Deng Haiqing, an analyst with JZ Securities Co. Ltd.
  Imports also surpassed market expectations, lifted partly by higher prices of crude oil and natural gas, according to Deng.
  Despite rising protectionism and anti-globalization sentiment, China’s imports and exports with its major trade partners remained strong.
  During the fi rst 11 months, trade with the EU gained 16.2 percent year on year to 3.78 trillion yuan ($564 billion), accounting for 15 percent of the total. Trade with the U.S. expanded 16.5 percent to 3.58 trillion yuan ($534 billion), accounting for 14.2 percent of the total.
  Mild Inflation
  China’s consumer price index (CPI), a main gauge of infl ation, grew less than expected in November at a rate of 1.7 percent, down from October’s 1.9 percent, the National Bureau of Statistics said on December 9.
  Due to falling food prices, the CPI growth narrowly missed the market forecast of 1.8 percent. CPI has grown at a rate of less than 2 percent for 10 straight months, pointing to mild infl ation.   Food prices, which account for a signifi cant part of the CPI calculation, fell 1.1 percent in November year on year, 0.7 percentage points more than the decline registered in October. Pork prices slumped 9 percent, dragging down the CPI growth by 0.25 percentage points.
  On a month-on-month basis food prices fell 0.5 percent. Prices of pork, seafood and fresh vegetables declined in the face of abundant supply. Costs of beef, lamb, eggs and fresh fruits rose with rising demand.
  China’s producer price index(PPI), which measures the cost of goods at the factory gate, rose 5.8 percent year on year in November, according to the NBS. This marked a decrease from the 6.9 percent growth recorded in October.
  Cashmere Chain

The product has been exported to over 20 countries and regions, with an annual output value of 20 billion yuan ($3 billion).


  State Grid’s Ambition
  China’s State Grid, the country’s top power distributor, will seek market expansion in those countries involved in the Belt and Road Initiative. Speaking at the annual B20 China Business Council meeting in Beijing on December 12, Shu Yinbiao, State Grid Chairman, said power investment demand would reach $1.5 trillion in Belt and Road countries over the next fi ve years.
  He cited strong demand from the 1 billion people without access to electricity in Africa and South Asia, an upgrade of power facilities in Central and Eastern Europe, and energy system transitions in Western Asia.
  Shu said the company would push forward power projects in Belt and Road nations with the aim of strengthening power network connections between countries.
  The State Grid has already worked on a number of national grid projects in Belt and Road countries, with a contract value of nearly $40 billion, helping export Chinese power equipment to more than 80 countries and regions.
  The company has built 10 crossborder power transmission lines to improve power grid connectivity, and invested in power grids in countries such as the Philippines, Brazil and Italy.
  Cybersecurity Park
  China will establish a world-class national cybersecurity industrial park in an effort to cultivate a 100-billion yuan ($15-billion) cybersecurity industry in Beijing by 2020.   The industrial park will be a joint undertaking by the Ministry of Industry and Information Technology and the Beijing Municipal Government.
  The park is expected to contribute 330 billion yuan ($49.94 billion) to China’s GDP and develop at least three enterprises with annual revenues exceeding 10 billion yuan($1.51 billion) by 2020.
  Currently, half of China’s cybersecurity companies are registered in Beijing, and six of them already have over 1 billion yuan ($151 million) in annual revenue.
  In 2016, the scale of China’s cybersecurity industry saw an increase of 21.7 percent, whilst it is expected to grow by 32.85 percent this year.
  New Age Transport
