我国住房市场在快速发展过程中,出现了价格快速上涨,住房保障制度建设滞后、投机性需求膨胀等失衡局面。本文认为,这些问题的出现,既有住房市场失灵的因素,也有政府的责任。而要解决目前住房市场失衡的局面,政府的适度干预是必不可少的。但政府干预也面临政策失败问题,为了避免政策失败,政府干预只能是对市场机制起补充而不是替代作用,应尽可能地使用市场性手段,并在政府干预中引入外部监督。
In the process of rapid development of China’s housing market, there has been an unbalanced situation such as the rapid price rise, the lagging behind of the housing security system and the expansion of speculative demand. This paper argues that the emergence of these problems is not only a factor of housing market failure, but also a responsibility of the government. To solve the current housing market imbalance situation, the government’s moderate intervention is essential. However, government intervention also faces the problem of policy failure. In order to avoid policy failure, government intervention can only complement and not replace market mechanism. Market intervention should be used whenever possible and external supervision should be introduced into government intervention.
