公开考试录用干部是干部人事制度的一项重大改革。这项改革,体现了“公开、平等、竞争、择优”选拔干部的原则,既有利于用人单位拓宽选人用人的视野,又有利于防止用人问题上的不正之风。但这项改革才刚刚问世,还需要在实践中不断探索和完善。因此,笔者就当前公开招考录用干部工作中存在的问题与对策谈一点肤浅的看法。 一、当前公开招考录用干部工作中存在的问题 (一)报考资格条件偏“死”,缺乏灵活性。 用人单位根据其岗位职务需要,规定一定的资格条件是必要的,无可非议。但是,把条件规定得太死,就不利于人才的选拔。目前一些单位报考条件偏死主要表现如次:
