军事经济运行机制的基本功能就是调节处于非均衡态和非目标状态的军事经济运行,使之稳定有序地趋向均衡态和目标状态。它与军事经济管理体制之间有着内在的联系。在表层现象上,军事经济运行机制往往作为军事经济管理体制的函数而存在,取决于给定的管理体制框架;在本质意义上,军事经济运行机制决定军事经济管理体制,并构成其现实基础。通过分析军事经济均衡与非均衡状态的特征及原因,作者提出了设计、选择和运用军事经济调节手段体系时应遵循的基本原则;系统论与调节手段体系的整体性功能;控制论与调节手段体系的稳定性功能;耗散结构理论与调节手段的有序性功能;协同论与调节手段的协同性功能。
The basic function of the military economic operation mechanism is to regulate the operation of the military economy in a state of non-equilibrium and non-objective so that it will move toward equilibrium and a goal in a stable and orderly manner.
