通过对移动通信行业的博弈和信息优势、移动通信行业价格的变迁过程、移动通信行业的消费结构论、移动通信行业的外部经济的理论分析，给出移动通信行业话费不合理的深层次原因。并提出一些简单的关于移动通信行业话费的合理性政策建议。
