近几年来的局部战争和武装冲突表明,空中打击已成为现代战争的主要样式,战区制空权的重要性不言而喻。战斗机是夺取制空权的主要力量,各国主要从2个方向加以发展:一是继续研制新型战斗机.二是对优秀机型改进改型。俄罗斯在现有经济条件下,主要选择了第二条道路,通过对第四代(相当于西方国家第三代)战斗机的改进改型,来满足空军所需要的战斗力水平。2004年,俄军将迎来自1991年苏联解体以后规模最大的武器装备现代化进程。俄联邦政府准备将2004财年预算资金的14%(约117亿美元),用于包括战斗机现代化改装在内的军用飞机升级改进。
The local wars and armed conflicts in recent years show that the air strikes have become the main style of modern warfare. The importance of theater empties is self-evident. Fighter aircraft are the main force to seize the airpower. The development of fighters is mainly from two directions: First, continue to develop new fighter aircraft; second, improve and remodel excellent ones.
