目前世界各地许多城市合流制管网系统的溢流(CSO)污染对城市水体造成了严重威胁。分流制排水系统有效的解决了溢流污染的问题,在发达国家已经被广泛采用。由于资金投入大,污水雨水混接等原因,新建城区是否采用分流制系统这一问题在中国城市化进程中是一个很有争议的问题。由于立法的长期缺位,我国至今仍未有针对CSO控制的法律法规出台。美国联邦政府早在上世纪80年代就发布了CSO控制对策,并于1994年颁布了CSO控制法规及一系列的实施指南,这一系列法律的颁布和实施为美国主要城市的CSO控制起到了巨大的制度保障,那么美国CSO控制经历了怎样的立法过程?各州又是如何获得暴雨管理污染控制的资金?在法规的实施过程中,环保局、地方政府、咨询公司又各自发挥什么样的作用?对我国未来出台控制CSO的政策法规都大有裨益。为此《给水排水动态》专访了美国AVETIN ENGINEERING公司总裁陈建霖博士,以期对我国在雨水管理方面的探索提供借鉴。
At present, overflowing (CSO) pollution in the combined system of pipelines in many cities around the world poses a serious threat to urban water bodies. Split drainage system effectively solve the problem of overflow pollution, has been widely adopted in developed countries. Due to the large investment in capital and the mixing of sewage and rain water, the issue of whether to adopt the diversion system in new urban areas is a very controversial issue in the process of urbanization in China. Due to the long absence of legislation, our country still has no laws and regulations for CSO control. As early as the 1980s, the U.S. federal government released CSO control measures and promulgated CSO control regulations and a series of implementation guidelines in 1994. The promulgation and implementation of this series of laws has greatly helped CSO control in major cities in the United States What kind of legislative process has the CSO control in the United States gone through? How can the states obtain funds for pollution control of heavy rainfall management? In the process of implementing laws and regulations, what are the respective roles played by EPA, local government and consulting firms? The future of our country to control CSO policies and laws are of great benefit. To this end, “Dynamic Water and Wastewater Dispatch” interviewed Dr. Chen Jianlin, President of AVETIN ENGINEERING Company in the United States, with a view to providing reference for China’s exploration in stormwater management.
