国有企业按照传统的理解，是指由政府单一投资的、属于政府某个部门管辖的、全部资产归国家所有的全民所有制企业。公司制是指企业的全部资本由股东出资构成，股东以其出资额或所持股份为限对公司承担责任，公司以其全部资产对公司债务承担责任的，依法成立的企业法人制度。
According to the traditional understanding, a state-owned enterprise refers to a wholly-owned enterprise that is solely invested by the government and belongs to a department of the government and all assets are owned by the state. A company system refers to the enterprise legal person system established by law according to the law that all the capital of an enterprise is contributed by the shareholders and the shareholders assume the responsibility for the company to the extent of its capital contribution or shares held by the company and the company takes all its assets for the liabilities of the company.
