目的通过对重庆市卫生和计划生育监督执法体系的现况调查,分析其存在的问题,为完善卫生计生监督执法系统提出可行性建议。方法使用自行设计表格及问卷对辖区内的39个区县卫生计生监督执法机构及工作人员进行全面普查,应用EpiData3.1进行数据双录入,最后使用SPSS19进行统计分析。结果全市39个区县中34个区县已完成卫生计生监督执法机构的整合组建,占87.18%;其中31个独立设置了计划生育监督科室。各区县卫生计生监督执法机构执法人员数量差异与“常住人口数”、“经常性监督对象数”存在相关性;34个已整合职能的区县中计划生育监督执法岗位的实际工作人员数为91人(在编在岗人数为83人,聘用或借用人数为8人),其中92.31%工作人员已取得执法证书。结论监督机构网络需进一步完善;在编不在岗的现象突出,实际工作人员执法工作负荷仍较大;执法人员学历结构和年龄结构较优,但执法能力有待加强。建议市卫计委加强顶层设计,尽快完成卫生计生监督执法机构、人员的整合,同时引导各级执法机构从思想观念、执法手段等实现转变,保证执法工作的顺利开展。
Objective To investigate the existing problems of health and family planning supervision and law enforcement system in Chongqing, and to put forward feasible suggestions for improving health supervision and law enforcement system. Methods A self-designed questionnaire and a questionnaire were used to conduct a comprehensive survey of the health regulatory supervisors and law enforcement agencies and staff in 39 districts and counties under the jurisdiction. EpiData3.1 was used for data double entry. Finally, SPSS19 was used for statistical analysis. Results In 34 districts and counties of 39 districts and counties in the city, 87.18% of the health and family planning supervising and law-enforcement agencies have been completed, of which 31 have independently set up family planning supervision departments. There is a correlation between the number of law enforcement officers in each district and county health regulatory supervisory and law enforcement agencies and the number of resident population and the number of subjects regularly supervised. The actual work of family planning supervision and law enforcement in 34 districts with integrated functions The number of staff is 91 (83 in number and 8 in number of hired or borrowed), of whom 92.31% have obtained law enforcement certificates. Conclusion The network of supervisory agencies needs to be further improved. The phenomenon of being out of position is prominent, and the actual workload of law enforcement personnel is still large. The educational structure and age structure of law enforcement officers are superior, but the law enforcement ability needs to be strengthened. It is suggested that Municipal Planning Commission strengthen the top-level design and complete the integration of law enforcement agencies and personnel as soon as possible, at the same time, guide the law enforcement agencies at all levels to make changes from ideological concepts and law enforcement measures so as to ensure the smooth implementation of law enforcement.
