通过选取天津滨海新区、浙江舟山群岛新区和青岛西海岸新区等三个国家级实验区作为国内沿海地区的典型案例,从法律法规、保障制度和推进政策等方面系统地总结了各地生态文明建设的实践经验。国内沿海地区生态文明建设的主要经验是要制定高标准的规划方案、制定高要求的法律法规、开展高效率的专项工程和建立高规格的组织制度,分别来统领布局、规范细化、激励参与和保障强化生态文明建设。启示重点在于要加强生态环境建设、促进生态资源保护与利用、优化生态空间布局、推动生态产业发展和加快生态社会形成等方面。
