提高党的执政能力,关键在于建设 一支善于治国理政的高素质干部队伍。 党的十六届四中全会《决定》提出:“要实 施人才强国战略,坚持党政人才、企业经 营管理人才和专业技术人才三支队伍一 起抓,把各方面优秀人才集聚到党和国 家的各项事业中来”。2003年底《中共中 央、国务院关于进一步加强人才工作的 决定》(以下简称《决定》)第一次明确提 出:“把品德、知识、能力和业绩作为衡量 人才的主要标准,不唯学历、不唯职称、 不唯资历,不唯身份,不拘一格选人才。”
