公共图书馆的领导,多年来一直是由上级机关任命。实践证明,其弊病很多。因此,近年来文化部及吉林省文化厅都多次颁发文件,要求各省、市(县)图书馆都要变任命制为聘任制,都要实行馆长负责制。 早在1992年,吉林省文化厅就连续颁发了《吉林省文化厅关于加快文化体制改革的意见》的通知和《关于印发<省直文化系统各单位行政领导干部聘任制暂行规定>等四项改革方案的通知》等有关文件。在这些文件中,都强调指出,各单位必须实行领导干部聘任制,不仅如此,对所有的在职人员,也要“实行全员聘用制”,“单位内部实行优化组合”。“各单位
