1994年9月的金秋时节,中共辽阳市委做出了一项重要决定,要求该市副处(县)以上领导干部每人同一户处于贫困之中的群众建立帮扶关系,即建立一个扶贫的“联系点”。这一决定很快形成制度付诸实施。半年以来,效果显著。受到社会各界的普遍好评。从贫困户及周围群众的感叹,到城乡街谈巷议的赞许,从来自四面八方表示支持的信函,到上级领导机关的充分肯定,无一不说明辽阳市委这一举措合乎党心、民心。它的重大意义绝不仅在于有多少干部参与,建立了多少个联系点,解决了多少户群众困难,而在于它是新时期加强党的建设的一个创举。
