上海电大非学历教育从1987年至今已走过了创业——发展——稳定的阶段,为各级各类人才的培养提供了大面积、大容量的服务,共开设了非学历教育151项,学员人数达105万之众,成为全国电大非学历教育规模较大、培训人数较多的省市电大之一.当初,由于学历教育生源的急剧下降,促使电大审时度势,另辟蹊径,提出学历、非学历二条腿走路,高低并举、长短结合,多层次、多规格、多渠道、多功能、全方位为社会提供教育服务的办学指导思想,非学历教育由此应运而生,并取得迅速发展.在改革开放的今天,许多新的课题摆在电大非学历教育工作者的面前,我们面临着一个需要重新研究和面对的新形势.

Today, many new issues are placed before TVET non-academic educators and we face a new situation that needs to be re-studied and confronted.
