The Japanese government has taken a multi-pronged approach to promote and support public entrepreneurship. Japan is a country with a relatively low enthusiasm and willingness to start businesses in economically developed countries. Each year, the proportion of newly-started enterprises has been relatively low in ranking among economically developed countries. Most college graduates hope to find employment in relatively stable large enterprises. In particular, some prestigious university graduates do not want to enter government departments as civil servants. They just want to enter the world-renowned big enterprises and their own entrepreneurial desire is low. Even some college graduates with small family businesses are reluctant to inherit their father’s estate as a small business owner, preferring to go to big companies
