利用问卷、档案查阅与访谈等方法,对33个县1997——2006年十年间的教师培训规模、培训经费、培训内容、培训方式、培训师资与培训效果进行了调查与分析,结果表明:教师培训规模逐渐扩大,但农村教师参加高层次培训的机会仍然不多;教师培训经费逐年增加,但经费投入还没有达到政策规定的标准;培训内容缺乏科学性、系统性与有效性;培训方式不利于熟手教师向专家型教师转变。建议加大培训经费投入,加强对教师培训的研究,将教师专业发展的最新研究成果引入教师培训,系统构建培训内容,创新培训方式,培养一批有水平的培训者,从而有效促进教师的专业发展。
