清明节是中国最重要的传统节日。自2008年国家将清明节列为公共假期后,大批人流纷纷返回故乡扫墓祭祖。据统计,2011年清明节假期全国有4.2亿人参与了祭祖扫墓,2012年超过5.2亿人。今年4月4日至6日,民政部对全国150个群众祭扫观察点数据统计,共接待祭扫群众1221.1万人次,疏导车辆168.1万辆。如此庞大壮观的人流、车流,表明清明节具有强大的民间根基。对国人来说,只有清明这个节日,能让人们心甘情愿地堵塞在路途,也要赶去完成这样一场祭奠先人的精神仪式。而由7.4万人次组成的服务保障网络,则彰显了各级政府体察民意的民生情怀。
