本文依据宝鸡市实施《综合性区域卫生发展项目》五年来的实践,提出合理配置区域卫生资源的思路方法:1.加强行业管理,对区域内所辖的各部门、各级、各类医疗卫生机构统筹规划,合理利用。2.针对区域主要卫生问题,调整资源结构,广大服务功能,提高资源利用效率。3.调整资源投向,加强农村三级卫生网建设,更加公平地向全体人民提供基本的医疗卫生保健服务。4.大力培养适宜卫生人才、发展适宜技术,保证卫生资源在结构上完整配套。
Based on the five years of implementation of the “Comprehensive Regional Health Development Project” in Baoji City, this paper proposes a rational way to allocate regional health resources: 1. Strengthen the management of the industry, and treat all departments, levels, and all types of health care within the region. Institutions make overall plans and make reasonable use of them. 2. Focusing on the major regional health issues, adjust the resource structure, broaden the service functions, and increase the efficiency of resource utilization. 3. Adjust the direction of resources, strengthen the construction of rural tertiary health nets, and provide more basic medical health care services to all people. 4. We must energetically cultivate suitable health personnel, develop appropriate technologies, and ensure that health resources are fully supported in terms of structure.
