The 15th National Congress of the Communist Party of China made it clear that we should take ideological and political construction as the key point and build the leading bodies at all levels into resolutely implementing the party’s basic theories and basic line, serving the people wholeheartedly, and leading collectives that lead the modernization drive and are united and strong. Ideological and political building is the primary task of party building. Improving the ideological and political qualifications of leading cadres is an important issue in pushing forward the building of the party ideologically.
