森林是地球之肺,由于近年来政府为谋求社会经济的高速发展,对森林进行大量的砍伐,以谋求经济利益,使得我国林业发展受到了严重威胁,这引起了中央政府的高度重视。为拯救、发展我国的林业事业,中央政府给林业部门发放了大量资金、培养了大量人才,这使得我国林业发展进入了一个新的历史机遇期。然而,大量的资金给原本就不完善的林业资金管理体系带来了巨大的负面作用。由于林业部门对林业资金管理认识不足,不科学的林业决策使得资金使用过于随意,这严重影响了林业部门的发展。构建科学、合理的林业资金管理体系,加强林业资金管理已变得愈加重要。
As the lungs of the earth, the forest is the lung of the earth. In order to seek the economic benefits, the government threatened the development of forestry in our country in recent years due to the rapid socio-economic development of the government and the central government’s attention. In order to save and develop China’s forestry undertaking, the Central Government has paid a large sum of money to the forestry sector and trained a large number of talents, which has made our country’s forestry development a new historical opportunity. However, large amounts of funds have had a huge negative impact on the already imperfect forestry fund management system. As the forestry sector lack of understanding of forestry fund management, unscientific forestry decision-making makes the use of funds too arbitrary, which seriously affected the development of the forestry sector. It has become increasingly important to build a scientific and rational forestry fund management system and to strengthen the management of forestry funds.
