到目前为止,已有江苏、湖南、云南、河北、河南等13个省区成功地召开党代会。在党代会筹备期间,舆论就已经注意到各省区深入调研、广泛征求各方面意见的民主作风是新一轮党代会一个最为显著的特征。现在回过头来看,各省区党代会报告的形成,就是一次充分发扬党内民主的成功实践,是一个发扬民主、集思广益、群策群力的过程,是一个统一思想、凝聚民心的过程。认真总结这些经验,对于推动各地科学执政、民主执政、依法执政,推进民主政治的制度化、规范化、程序化,都有着十分积极的意义。
So far, 13 congresses of provinces, autonomous regions and municipalities in Jiangsu, Hunan, Yunnan, Hebei and Henan have succeeded in holding party congresses. During the preparatory period for the Party Congress, the media has noticed the democratic style of conducting in-depth investigations and studies in various provinces and autonomous regions and extensively soliciting opinions from all walks of life. This is the most prominent feature of the new round of party congress. Looking back now, the formation of the reports of Party congresses in all provinces and autonomous regions is a successful practice of fully carrying forward the democracy in the party. It is a process of promoting democracy, pooling together wisdom and pooling together efforts. It is a process of unifying thoughts and building popular feelings. To sum up these experiences earnestly has a very positive meaning in promoting the scientific, democratic governance, governing the country according to law, and promoting the institutionalization, standardization and proceduralization of democratic politics in various places.
