我国加入WTO已近四年,由于事先对应对措施研究的及时,防范措施得力,迄今为止还未对我国的水产技术推广体系的发展造成大的冲击,整个水产技术推广工作仍然平衡有序进行,渔业经济运行发展态势良好。但随着我们的承诺逐一兑现,国外的服务业逐步进入我国,在过度期结束后,在失去任何保护措施的情况下,很可能对我国的水产技术推广体系和工作产生一定影响。因此,对过度期后的有关问题及时加以研究(如影响因素、影响领域、影响程度),并制定相应的应对措施加以防范,以确保我国水产技术推广工作的可持续发展十分重要。
Since China’s accession to the WTO for nearly four years, due to the timely study of countermeasures in place, effective precautionary measures have so far not yet caused a big impact on the development of China’s aquatic technology promotion system, and the entire aquaculture technology promotion work is still balanced and orderly, The fishery economy has enjoyed a good momentum of development. However, as our commitments are honored one after another, service industries in other countries gradually come into our country. After the overdue period, without any protective measures, they are likely to exert some influence on China’s aquaculture technology extension system and work. Therefore, it is very important to timely study related issues (such as influencing factors, areas of influence and degree of impact) after the overdue period and to formulate appropriate countermeasures so as to ensure the sustainable development of China’s aquatic technology popularization.
