森林生态补偿制度通过对保护森林资源的主体进行资金或者实物补偿以激励更多的人参与到保护森林资源的活动中。补偿标准应当包括保护的机会成本、环境服务提供成本、政策激励费用、生态效益受益者补偿四部分内容时才能实现这一目标。本文从我国森林生态补偿制度对补偿标准的规定入手,分析制度本身及施行过程中存在的问题,并尝试提出解决方法。
The system of forest ecological compensation encourages more people to participate in the activities of protecting forest resources through financial or in-kind compensation for the main body that protects forest resources. The compensation standard should include the opportunity cost of protection, the cost of providing environmental services, the incentive cost of policies, and the compensation of beneficiaries of ecological benefits. This article starts with the stipulation of the compensation standard for the forest ecological compensation system in our country, analyzes the problems of the system itself and the implementation process, and attempts to propose the solution method.
