澄城是黄河中游水土流失重点县之一。县境内沟壑纵横,共有支毛沟981条,沟壑面积450平方公里。1993年,澄城县借鉴山西吕梁经验,引入市场机制,全面推行“三荒地”使用权拍卖,敲响了全省拍卖“三荒地”使用权第一锣,并逐步走上了治理规模化、开发区域化、生产基地化、品种优质化、经营集约化的发展路子。两年多来,全县已拍卖“三荒地”8.1万亩,拍卖金额278万元,已治理4.35万亩。
