2015年10月12日,中共中央、国务院印发《关于推进价格机制改革的若干意见》(以下简称《若干意见》),指出要“逐步确立竞争政策的基础性地位”。这是中央文件第一次明确竞争政策的定位问题,对理顺政府与市场的关系,促进充分发挥市场配置资源的决定性作用和更好发挥政府作用,实现经济持续健康发展,具有十分重要的战略意义。当前我国经济发展中出现的深层次问题,如产能过剩、创新不足等,很大程度上都源于政府对市场干预仍然较多,各种行政垄断行为还较为普遍,使得市场竞争优胜劣汰和引导资源
On October 12, 2015, the CPC Central Committee and the State Council printed and dispatched a number of Opinions on Promoting the Reform of the Price System (hereinafter referred to as the “Several Opinions”), pointing out that it is necessary to “gradually establish the fundamental status of the competition policy.” This is the first time that the Central Government has clearly defined the positioning of competition policy. It is a very important strategy to rationalize the relationship between the government and the market, promote the decisive role of the market in allocating resources to a full extent, and give full play to the role of the government in achieving sustained and healthy economic development significance. At present, the deep-seated problems in our country’s economic development, such as overcapacity and lack of innovation, are largely due to the fact that the government still has more market interventions and various types of administrative monopolies are still more prevalent, leading to market competition and survival of the fittest and resources
