截至8月底,河南省供销社系统已经完成了新棉收购的资质认证、物资储备、设备检修、收购人员培训等准备工作,基本能够满足今年河南省的新棉收购需求。省供销社要求系统内棉花企业不搞无证经营,不准租赁经营,严禁系统外单位或个人挂靠经营;坚持棉花质量标准,棉花收购严格执行有关检验操作规程,杜绝掺杂使假、以次充好;维护正常收购秩序,坚持市场形成价格原则,实行按质论价,不随意哄抬或压低棉花价格。
