民族地区由于工作条件较差,人事制度改革不完善等多方面原因,教师流失呈现单向性流动,从农村流向县城,从薄弱学校流向办学条件和福利待遇相对较好的学校;应采取建立农村牧区教师服务期制度和城乡教师交流共享机制,深化教师队伍补充机制改革,提高教师待遇等对策措施。
Due to poor working conditions and imperfect personnel system reform in minority areas, the teacher’s loss shows a one-way flow from rural areas to the county and from weak schools to schools with relatively better schooling conditions and benefits. Rural areas should be established Pastoral teachers service period system and urban-rural teachers exchange and sharing mechanism, deepen the reform of teachers’ supplementary mechanism, improve the treatment of teachers and other countermeasures.
