公民正义感和正义感能力是构建社会主义和谐社会的重要条件。强化公民正义感和正义感能力是化解冲突、实现人际和谐、保持社会稳定的需要,是缩小贫富差距、实现公平正义的需要,是提高社会道德水平、形成良好道德风尚的需要,是坚持以人为本、实现人的自由全面发展的需要。为此,要明确公民的正义职责和义务,建构和弘扬为大多数人认同的社会主义正义观;要把正义感能力作为现代公民个人能力的重要标准和要求;要在教育过程中贯彻正义原则,坚持正义教育的纵向性和横向性的统一。
