回顾能力管理领域的研究成果,结合我国电子政务服务的应用情况,基于能力理论、IT能力、服务质量管理在电子政务服务能力层次上的关系,从政府内部视角提出电子政务服务能力的层次模型。进一步,运用验证性因子分析、路径分析等方法,对该层次模型及其结构路径关系进行实证研究,探究能力组份之间的影响关系与影响规律。
Based on the research results in the field of competence management and the application of e-government services in our country, a hierarchical model of e-government service capability is proposed from the perspective of internal government based on the relationship between competence theory, IT capability and service quality management. Further, by means of confirmatory factor analysis and path analysis, this paper conducts an empirical study on the relationship between the hierarchical model and its structural path, and explores the impact relationship and influence law between the competency components.
