According to U.S. Department of Defense intelligence personnel, the development of the Soviet Union’s high-energy laser program has passed the technical research phase and entered the stage of developing prototype laser weapons. U.S. Department of Defense officials said that the Soviet Union involves six or seven R & D facilities and test bases, and more than 10,000 scientists and technicians are engaged in specialized research.
