党的十一届三中全会以来,无锡市农村已初步形成以商品经济为主、以集体经济为主、以乡镇工业为主的“三位一体”的农村经济结构,大部分剩余劳动力转移到了工业生产上,集体经济日益巩固发展。在这种形势下,对个体工商业还要不要存在和发展的问题提出了异议,有人认为,乡镇工业越发达,个体工商业越要限制;有人主张把个体工商业转到集体经济轨道上来;甚至有些地方正在对个体工商业户逐个清理整顿,吊销执照,并规定今后原则上不再发展。带着这个值得究研探讨的政策问题,我们对江阴市周庄镇和无锡县东烽镇进行了调查分析。

With this policy issue worth exploring and researching, we conducted a survey and analysis of Zhouzhuang Town in Jiangyin City and Dongfeng Town in Wuxi City.
