在长三角地区创建适当的区域协调组织机构,是解决其存在问题,促进长三角进一步发展的关键举措。基于美国大都市区组织机构及管理模式的经验和总结长三角现行区域协调机制存在的问题,创建长三角区域协调组织机构的基本原则是:符合区情;只承担跨界的区域协调职能,不干涉地方政府职权范围内的具体事务;主要负责对地级以上城市之间尤其是分属3个省市城市间的协调工作;重视整体及各组成地区的个体利益;具有一定权威性和较强的执行和督察能力;与区内各地现行行政管理体系以及中央政府及其相关部门进行协调和良性互动;人员和组织形式上应高度精简。长三角区域协调组织机构的设计架构初步考虑由协调管理机构和监督检查机构两部分组成。
The establishment of an appropriate regional coordination organization in the Yangtze River Delta is a key measure to solve its existing problems and promote the further development of the Yangtze River Delta. Based on the experience of the metropolitan area organization and management mode in the United States and the summary of the problems existing in the current regional coordination mechanism in the Yangtze River Delta, the basic principles for establishing a regional coordination organization in the Yangtze River Delta are as follows: in line with the situation in the region; Interfere in the specific affairs within the scope of the local government’s authority; be mainly responsible for the coordination among cities above the prefecture level and in particular among the three provinces and municipalities; value the individual interests of the whole and each component region; be authoritative and strong Implementation and inspectors’ abilities; coordinate and positively interact with the existing administrative systems in various parts of the region, the Central Government and relevant departments; and personnel and organization should be highly streamlined. The preliminary consideration of the design framework of the regional coordination organization in the Yangtze River Delta consists of two parts: the coordination management agency and the supervision and inspection agency.
