2009-2011年,我国图书馆法律立法实践取得了较大进展:《公共图书馆法》立法工作进展顺利;《国家图书馆条例》的调研与起草体现了制定国家图书馆专门法律法规的不懈努力;《古籍保护条例》前期工作基本完成,八部委联合发布支持新疆古籍保护的工作文件凸显出对特殊省区古籍保护工作的重视力度;一些地方法规或规章的制定与起草又有了可喜的发展;在国家、部委、省、市、县等层面对呈缴本制度的立法设计及成果反映了文献呈缴的现实需求与重大意义。 In 2009-2011, great progress has been made in the legislative and legislative practice of the library in our country: the legislative work of the “Law of the Public Libraries” is proceeding smoothly; the research and drafting of the “National Library Regulations” reflects the unremitting efforts made in formulating the special laws and regulations of the State Libraries ; The preparatory work for the “Regulations for the Preservation of Ancient Books” was basically completed; and the work documents jointly issued by the eight ministries and commissions to support the protection of ancient books in Xinjiang highlighted the intensity of the work on the protection of ancient books in special provinces and autonomous regions; the development and drafting of some local laws, regulations and rules have also enjoyed encouraging developments . The legislative design and results of the deposit of this system at the national, ministerial, provincial, municipal and county levels reflect the practical needs and great significance of the submission of documents.
