本文采取市场倒算法对密云水库水源涵养林的立木资源价值进行了评价,采取虚拟市场的方法对密云水库水源涵养林的游憩、持水与固土等价值进行了计量。根据评价结果,测算出北京市水资源的价格,并分析了森林资源公共产品的市场失灵与政策失灵存在的原因以及解决方法,提出了因水资源价格变化对社会不同层次的社会福利的影响的测算方法及森林公共产品的配置富有效率的前提条件。
In this paper, the market inverted algorithm was used to evaluate the standing tree resource value of water conservation forest in Miyun Reservoir. The virtual market was used to measure the value of recreation, water holding and soil fixing in water conservation forest in Miyun Reservoir. According to the evaluation results, the price of water resources in Beijing is calculated and the reasons for the market failure and policy failure of public products in forest resources and the solutions are analyzed.
