近年来,常德市纪委按照扩大党内民主、加强党内监督的要求,对全委会制度进行了一些改革创新。制定并启用全新的《纪委全委会工作规则》,纪委全委会召开次数由一年一次改为一季一次,当纪委常委会认为有必要,或者有一定比例的纪委委员提议,可以随时召开;健全全委会职责,扩大了全委会议事决策范围,把纪委重大问题决定、重要制度制定、重大案件裁定的权力交给全委会来行使,使其向领导机关的地位回归;完善议事决策程序,在更多事项上引入了票决形式。这一制度创新目前还处于初始阶段,无论在认识上还是在实践上都有待深化,特别是在实施中遇到了一些深层次问题。因此,在进一步加强实践探索的同时,也注入了一些理性的思考,力求通过理论层面的逐步探讨,来引导操作层面的深入推进。
