目的及时总结基本职业卫生服务(BOHS)试点工作开展情况,为今后全面推广BOHS提供借鉴。方法收集深圳市松岗预防保健所(卫生监督所)BOHS试点开展工作数据,从机构和能力建设、职业病危害因素检测、职业健康监护、宣传与培训、监督管理等方面进行调查分析和总结。结果①松岗预防保健所(卫生监督所)加强了职业卫生科建设,为有效开展BOHS试点工作创造条件;②近3年松岗街道工厂企业职业病危害因素检测率和职业健康检查率均明显上升,2008年其覆盖率分别达91.4%和91.9%;③尝试多种职业卫生宣传和培训模式,职业病防治知识普及率达98.8%;④积极探讨多种BOHS工作模式,采用网格化管理及“120”分级管理、专项整治以及执法与服务结合等监督管理模式,提高工作效率、改善劳动环境。结论松岗街道BOHS试点工作进展顺利,并取得了阶段性成果,有推广价值。
Objective To timely summarize the implementation of the pilot project of Basic Occupational Health Service (BOHS) and provide references for the comprehensive promotion of BOHS in the future. Methods The BOHS pilot of Shenzhen Songgang Preventive Health Service (Health Supervision Office) was collected to conduct the survey and analysis from the aspects of institution and capacity building, detection of occupational hazards, occupational health monitoring, publicity and training, supervision and management. Results ①Songgang preventive health clinic (Health Supervision Office) strengthened the construction of occupational health department and created the conditions for the effective pilot project of BOHS; ②The detection rate of occupational hazards and occupational health examination rate in Songgang Sub-district factories increased significantly in recent 3 years, Its coverage rate reached 91.4% and 91.9% respectively in 2008; ③ tried a variety of occupational health promotion and training modes, and the coverage rate of occupational disease prevention and control reached 98.8%; ④ actively explored a variety of BOHS working modes and adopted grid management and “ 120 ”classification management, special rectification and law enforcement and service supervision and management mode, improve work efficiency and improve the working environment. Conclusion The BOHS pilot project in Songgang Street is progressing well and has achieved staged achievements with promotional value.
