近年来,我国旅游服务贸易逆差出现长期化与扩大化趋势。由于出境旅游消费的大幅增长以及入境旅游收入的相对平稳,从2009年我国旅游服务贸易首次出现了逆差以来,5年间旅游服务贸易逆差增长了约32倍。尽管导致旅游服务贸易逆差扩大的因素包括人民币“内贬外升”等,但境内外游客购物消费发展的不均衡是主因之一。通过完善税收制度的旅游购物政策创新的行政成本相对较低,在相关制度和有效监管的前提下,该政策必然能够在扩大消费需求,从而在消解旅游服务贸易逆差方面发挥出积极作用。
In recent years, China’s tourism service trade deficit appears long-term and enlargement trend. Due to the substantial growth of outbound tourism consumption and relatively stable income from inbound tourism, from the first trade deficit in 2009, China’s tourism service trade deficit has increased by 32 times in five years. Despite the factors that have led to the expansion of the trade and service trade deficit, including the renminbi ’s “rise and fall”, the imbalance in the development of shopping consumption among domestic and foreign tourists is one of the main reasons. Under the premise of the relevant system and effective supervision, this policy will inevitably be able to expand consumer demand, and thus play an active role in resolving the deficit of tourism service trade.
