经济增长与环境质量的关系日益受到广泛关注。对经济增长与环境污染演进阶段的准确识别,是有效实施生态文明和经济发展战略的重要前提。理论上构建了表现区域经济增长与环境污染规律的经济-环境指数、存量指数、流量指数和环境污染综合指数,并以山东省为例进行了实证研究,发现山东省经济-环境系统正处于环境库兹涅兹曲线第二阶段向第三阶段的过渡点,进而探讨了当前阶段经济-环境系统的特征,并演生出升级产业结构、优化能源结构,全面推进节能降耗减排、实现绿色循环低碳发展,聚焦科技创新、强化减排能力建设,建立健全环保标准、完善体制机制法制保障等适应举措。
The relationship between economic growth and environmental quality has drawn increasing attention. Accurate identification of the stages of economic growth and environmental pollution evolution is an important prerequisite for the effective implementation of ecological civilization and economic development strategies. In theory, the economic-environment index, stock index, flow index and comprehensive index of environmental pollution, which show the law of regional economic growth and environmental pollution, have been constructed. Taking Shandong Province as an example, an empirical study was carried out to find that economic-environmental system of Shandong Province is in the environment Kuznets Curve second phase to the third phase of the transition point, and then explored the current phase of the economic - environmental system features, and evolved to upgrade the industrial structure, optimize the energy structure, and comprehensively promote energy saving and emission reduction to achieve a green cycle Low-carbon development, focusing on technological innovation, strengthening abatement capacity-building, establishing and perfecting environmental protection standards, and improving the legal protection of institutional mechanisms and other adaptive measures.
