北京市卫生局于2010年12月13日举行卫生系统医师多点执业工作会议。会上公布的《北京市医师多点执业管理办法(试行)》规定,拟在医疗机构多点执业的医师应取得医师执业证书,且具有中级及以上专业技术职务任职资格。符合条件的医师可向卫生行政部门申请注册,通过注册后可以在北京市内2~3家医疗机构依法开展诊疗活动。中医最多可同时在全市5家医疗机构“坐堂问诊”。2011年3月1日起《管理办法》正式实施。3月7日,5名医师现场签约,开启了北京市医师多点执业的破冰之旅。这是北京医改方案的又一亮点,是充分发挥医师自身潜力的举措之一。同时人员的流动,使医院的管理难度加大。如何建立合理的工作流程、效果评估、信息系统、人才储备库等问题亟待解决。本刊特邀政府官员和各级医院院长共同探讨管理之道,以飨读者。
Beijing Municipal Health Bureau held a meeting on multi-point practice of health system doctors on December 13, 2010. The “Beijing Practitioners’ Practitioners’ Practice Management Practices (Trial)” promulgated at the meeting stipulates that doctors who intend to practice more in medical institutions should obtain doctors’ practicing certificates and qualifications for mid-level and above professional and technical positions. Qualified physicians may apply to the health administrative department for registration, after registration, they may conduct medical activities according to law in 2-3 medical institutions in Beijing. Chinese medicine at the same time up to five medical institutions in the city March 1, 2011 onwards “Management Measures” came into effect. On March 7, 5 physicians signed the scene and opened the ice-breaking journey for more practicing doctors in Beijing. This is another highlight of Beijing’s healthcare reform program and one of the measures to give full play to physicians’ own potentials. At the same time the flow of personnel, making it more difficult to manage the hospital. How to establish a reasonable workflow, evaluation of results, information system, talent pool and other issues should be solved urgently. Publications invited government officials and hospital chiefs at all levels to discuss the management of the road to readers.
