一条高速公路背后至少有几十亿元的投资,这些动辄就以亿元为单位的钱究竟怎么花的,对大多数人来说都是无从知晓。审计署发布的对北京六环路、京珠公路等34条高等级公路的审计公告揭开了1662亿元投资的真相:一些工程表面上是走了公开招投标的形式,但实际上却是由建设单位指定分包和施工单位违规分包,一些项目更是存在着幕后交易和商业贿赂;部分投资成为一些地方职能部门招待、发放奖金和其他建设项目的“提款机”;还有本来应该补偿给失地农民的钱,却成了一些职能部门的福利资金。
