小流域的水土保持规划涉及多种资源的利用和多种措施的配置问题,但核心是如何利用和分配有限的资金、劳力、肥料使得土地达到充分、合理的利用,从而使流域既有较高的经济效益和良好的生态效益,同时又能使流域中具有一定的蓄水保土效益,以形成流城生态环境的良性循环,达到总体效果最好。由于流域中供应与需求、投入与产出、发展生产与蓄水保土之间的矛盾十分复杂,因此,仅靠经验方法通过定性分析就难以达到资源的合理利用,而用系统工程最优化技术中的线性规划方法编制水土保持规划,能显著改善规划质量。下面就线性规划在水保规划中的应用方法与步骤浅述如下。
