In the Qin and Han dynasties, the village was the grassroots link in the local administrative system. In the 1920s and 1930s, with the large numbers of Han dynasty unearthed in Dunhuang and Juyan in the northwestern region, great breakthroughs were made in the study of the township system in the Han Dynasty. In particular, the discovery of Yin Wan Han Jian in Donghai County of Lianyungang in the 90’s in the 1990s led to the clarification of the affiliation of the administrative system of the village in the Han Dynasty. However, the understanding of the system of township in the Qin dynasty went deeper with the unearthed Raid Qin bamboo slips in 2002. With the release of more information on the Qin bamboo slips of Liye, a number of issues that have not been solved in previous studies can be further explored and the previously unreachable dimensions have also been expanded. Based on these researches, this article makes a preliminary discussion on several issues.
