本文将人民代表大会制度置于中国治理现代化进程中加以考察,从整体性角度衡量这一制度在国家治理体系中发挥的体系绩效,有利于更全面客观地分析其地位、作用和发展前景。将执政党的意志通过民主形式转化为国家意志和根据经济社会发展及国家治理的需要,完成立法,是人民代表大会制度承担的两个基本的体系功能。尽管这些功能不断实现,但是还带有很强的形式性,需要采取更为切实的举措,实现从形式向实质的转化。
This paper examines the system of People’s Congress in the process of China’s governance modernization and measures the system performance of this system in the system of state governance from a holistic perspective, which is conducive to a more comprehensive and objective analysis of its status, role and development prospects. Completing the will of the ruling party through the conversion of the democratic form into the will of the state and the fulfillment of the requirements of economic and social development and state governance are the two basic system functions that the system of the people’s congress takes on. Despite the continuous realization of these functions, but also with a strong formality, the need for more practical measures to achieve from the formal to the real conversion.
