2005年3月~4月初,对哈尔滨市范围内共10家省、市级监狱、2家劳教所共计21 761名羁押收教人员进行了HIV抗体检测,共检出7例HIV抗体阳性者,检出率为3.22/万,明显高于普通人群。说明羁押收教人群不仅是违法犯罪人群,也是艾滋病病毒感染的高发人群。同时针对羁押和劳教人员中确认的HIV感染者如何管理提出新课题。
From March to early April 2005, a total of 21 761 detainees and school attendants in 10 provincial and municipal prisons and 2 detention camps in Harbin were tested for HIV antibody. Seven HIV positive cases were detected, The detection rate was 3.22 / million, significantly higher than the general population. This shows that the custodial population is not only a criminal offense but also a high incidence of HIV infection. At the same time, new issues are raised on how to manage HIV-infected persons identified in detention and re-education.
